The Quebec government has set the goal of recovering 65% of residual materials that can be recovered.
Several concrete steps have been taken to encourage the public and businesses to recycle more, including the imposition of a surtax on landfill disposal.

Since July 2006, a surtax of $10 per metric ton has been imposed on all material being directed to landfill centres in Quebec. This tax will be gradually increased and the funds generated by this tax will be redistributed among the municipalities to provide them with the tools to manage and increase recycling.
